Maya Character Steps after Polygon is Created

Build joints: X-Ray mode, Skeleton, Joints
Name Joints
Create leg and arm chains
Mirror joint chains as needed (saves time)
Connecting all chains (shift click on named joints, select P to parent joints to one another)
Connecting Joints to model: use smooth blind. Animation>Skin>Bind Skin>Smooth Bind>Option Box>Closest Distance>Bind Skin
Parent Eyes to Skeleton as needed. Select eye and then parent to head joint. Repeat for other eye.
Weight Joints as needed
